FORMER IRINGA MP REVEREND PETER MSIGWA JOINS CHAMA CHA MAPINDUZI (CCM) FOLLOWING RECENT ELECTION LOSS IN CHADEMA.



Former Iringa MP under CHADEMA, Reverend Peter Msigwa has joined the Chama Cha Mapinduzi (CCM) party and was introduced before the CCM Central Committee meeting.

Msigwa joined CCM just weeks after losing the position of CHADEMA Chairman for the Nyasa region in an election won by Joseph Mbilinyi (Sugu).

Additionally, this move follows recent allegations that the former MP had plans to join CCM, although he had previously denied these claims multiple times.

YUSUF MANJI, FORMER YANGA CLUB CHAIRMAN AND BUSINESS MAGNATE, PASSES AWAY IN THE UNITED STATES.



Businessman and former sponsor and chairman of Yanga Club, Yusuf Manji, has passed away while undergoing treatment in the United States.

According to a report by Mwananchi Network, Manji's son, Mehbub Manji, confirmed that the death occurred on Saturday, June 29, 2024, in the state of Florida.

Manji was the CEO of Quality Group Limited (QGL) and had also been involved in politics through the Chama Cha Mapinduzi (CCM), successfully serving as the councilor of Mbagala Kuu Ward.

INVESTIGATION REVEALS TAMPERING IN DAR ES SALAAM PARKING DEBT COLLECTION SYSTEM.



As the process of claiming parking debts in Dar es Salaam continues to spark discussions about the procedure being used, the Coordinator of the Operation, Mwalimu Kibasa from TAMISEMI, has stated that they have identified some dishonest officials who are tampering with the system that tracks vehicles.

In clarifying, he said, "A Daladala from Kigamboni was found to have a debt of more than Tsh. 1 million, but the system showed its parking location as Mabibo Market. The Daladala owner said he had never parked at Mabibo Market, so we had to check the pictures in the system. The vehicle number read as the Daladala, but the picture was of a truck."

Kibasa added, "There are some thugs among those young people who were given the job, who 'cropped' the vehicle number and placed it on the picture of a truck. What helped was that the pictures of the vehicles were different in the system, revealing that the debt was not real."

TANZANIAN GOVERNMENT TO MEET WITH AMBASSADORS FROM 9 COUNTRIES TO DISCUSS INVESTOR TAX COMPLAINTS.





The Tanzanian government has agreed to meet with ambassadors from nine countries to discuss complaints made by some investors regarding tax issues, including claims and large tax assessments deemed unrealistic by the Tanzania Revenue Authority (TRA).

The Minister  for Foreign Affairs and East African Cooperation, January Makamba, stated that the meeting will include government officials from the relevant institutions. Therefore, investors facing these challenges are encouraged to submit evidence of their complaints.

The ambassadors who requested this meeting represent the United States, United Kingdom, Netherlands, France, Belgium, Canada, South Korea, Sweden, and Germany.

GOVERNMENT TO REDUCE THE NUMBER OF FEES AND TAXES



The government has stated that in 2017, in collaboration with various business stakeholders, it issued a joint guideline aimed at consolidating various fees and taxes to reduce their number, with the intention of improving the investment and business environment in the country.

This was explained in parliament, in the city of Dodoma, by the Deputy Minister for Finance, Hon. Hamad Hassan Chande (MP), while responding to a question from the Member of Parliament for Mpendae, Hon. Toufiq Salim Turky, who asked what plans the government has to ensure tax consolidation to reduce the unnecessary burden of taxes on investors.

Hon. Chande said that this plan has been effectively implemented through various amendments to the Finance Act from 2018 to 2023, by reducing and eliminating various taxes and fees.

"The government will continue to ensure that the agreements reached with stakeholders are completed as planned to improve the business environment in the country," said Hon. Chande.

Hon. Chande elaborated that the government's direction is to integrate all systems to reduce the number of taxes, fees, and inconveniences for businesspeople, and once these systems are completed, information will be provided to the public.

MAHIMBALI INSTRUCTS MINING COMMISSION TO EXPEDITE MINERS' DISPUTE RESOLUTIONS

Kheri Mahimbali, the Permanent Secretary of the Ministry of Minerals, has directed the Mining Commission to expedite the resolution of disputes among the nation's miners. 

This instruction was given today during Mahimbali's visit to the Mining Commission's pavilion at the Federation of Miners' Associations of Tanzania (FEMATA) exhibitions at the Jakaya Kikwete Convention Centre in Dodoma.

In his address, Mahimbali praised the Mining Commission, led by its Executive Secretary, Engineer Yahya Samamba, for its effective revenue collection efforts. 

He noted a significant and visible increase in revenue and highlighted the Commission's crucial role in addressing the challenges faced by small-scale miners, who contribute 40% of the mining sector's revenue."

BANK OF TANZANIA EXPLORES THE INTRODUCTION OF DIGITAL CURRENCY.



The government has announced that the Bank of Tanzania (BoT) is currently conducting research on the introduction of Central Bank Digital Currency (CBDC) in the country.

This information was disclosed in parliament in Dodoma by Deputy Minister for Finance, Hon. Hamad Hassan Chande, in response to a question from Kigamboni MP, Dr. Faustine Engelbert Ndugulile, who inquired about the government's plans to introduce a CBDC.

Hon. Chande explained that the Central Bank has identified that, similar to many other nations, the introduction of a CBDC must be approached cautiously and meticulously to avoid negative impacts on the existing payment systems. The goal is to address actual payment issues while ensuring that the current systems adequately enable citizens to transfer money and make payments.

“Our market still needs improvement in strengthening existing systems using widely accessible sources for the majority of citizens (basic mobile phones) as opposed to digital currencies that require smartphones,” said Hon. Chande.

Hon. Chande noted that many countries, including Tanzania's neighbors and the broader region, are still in the early stages of researching and improving their payment systems.

Finance Minister Hon. Dr. Mwigulu Lameck Nchemba added that the government continues to research the use of electronic money to determine how the country could benefit if it transitions to this system.

“Research is ongoing, and we are looking at the experiences of countries that have begun using digital currencies, including Nigeria and Asian nations. Once the research is completed, appropriate steps will follow,” Dr. Nchemba elaborated.

MINISTER DR. GWAJIMA LAUNCHES NEW NGO'S COUNCIL.



The Minister for Community Development, Gender, Women, and Special Groups, Hon. Dr. Dorothy Gwajima, has called on all leaders and members of the Council of Non-Governmental Organizations (NGOs) to work with professionalism, integrity, and patriotism.

She made this call while launching the new Council of these organizations on June 25, 2024, in Dodoma, after the term of the Council inaugurated in 2021 under the former chairperson, Dr. Lilian Badi, had ended. The new chairperson, Mr. Jasper Makala, has now taken over.

Minister Dr. Gwajima urged them to work in accordance with existing laws, regulations, and guidelines to meet the expectations of the Tanzanian community as a whole.

"It should be remembered that NGOs have been implementing projects and initiatives in various operational areas, including health, agriculture, education, water, environment, good governance, energy, social preservation, community empowerment, and other cross-cutting sectors," said Minister Dr. Gwajima.

She stated that training new council members is within the Ministry's capabilities through the Office of the Registrar of Non-Governmental Organizations.

The National Council of Non-Governmental Organizations was established under Section 25(1) of the Non-Governmental Organizations Act, Chapter 56 of the Laws of Tanzania. According to Regulations 5(a)(iv), 5(b)(ii), and 5(c)(v) of the 2016 Election Regulations of the National Council of Non-Governmental Organizations, the Council is required to hold elections every three years.

TANZANIAN GOVERNMENT WAIVES TZS 244 BILLION IN TAXES TO BOOST SUGAR INDUSTRY INVESTMENT.



The Tanzanian government has waived approximately TZS 244 billion in taxes to create a more favorable investment environment for the sugar industry, announced Minister of Planning and Investment, Prof. Kitila Mkumbo.

"The government has waived nearly TZS 244 billion in taxes on these [sugar] industries to facilitate easier investment conditions," stated Prof. Mkumbo.

This tax relief initiative is part of the government's broader strategy to attract investors and stimulate growth in the sugar sector. By reducing the tax burden, the government aims to enhance the competitiveness and productivity of local sugar producers, ultimately benefiting the national economy.

Prof. Mkumbo highlighted that this move is expected to encourage both local and international investors to invest in the sugar industry, thereby increasing production capacity and ensuring a stable supply of sugar in the market.

The tax waiver is seen as a significant step towards fostering a more business-friendly environment, promoting industrial growth, and boosting employment opportunities within the sector.

INVESTMENT INSTITUTIONS URGED TO ENHANCE PUBLIC AWARENESS AND EDUCATION


Investment institutions across Tanzania have been urged to expand their advertising efforts and educate the public about their services to attract more investors and boost government revenue. This call was made by staff from the Office of the Regional Commissioner of Tabora after attending a financial education seminar organized by the Ministry of Finance at the Regional Conference Hall. Regional Agriculture Officer Eunice John emphasized the need for investment education among employees. "There are many employees, but they lack education on investment opportunities, products available in investment institutions, and the risks involved," she stated. She noted the potential benefits of investing with proper knowledge, which she had only heard about through word of mouth. Martin Peter, another staff member, highlighted the personal impact of the seminar, stating he would start saving and avoid unnecessary expenses. "I will act as an ambassador to my colleagues, encouraging them to save and invest to ensure economic stability upon retirement," he said. Stella John, Public Relations and Education Officer of the Capital Markets and Securities Authority (CMSA), commended the high turnout from the Regional Commissioner’s Office. "The response has been very positive. Many employees have shown interest in opening accounts and committing to investments," she remarked. The Ministry of Finance continues its outreach, providing financial education across the Tabora region, including the districts of Sikonge, Urambo, Uyui, and Tabora Municipality. This initiative supports President Samia Suluhu Hassan’s directive to ensure every citizen has access to education on microfinance services.

INCREASED MEDICINE DISTRIBUTION UNDER PRESIDENT SAMIA'S ADMINISTRATION, SAYS HEALTH MINISTER.



The Medical Stores Department (MSD) has increased its medicine distribution frequency from four to six times a year, thanks to the support of President Samia Suluhu, announced Health Minister Ummy Mwalimu. This improvement aims to enhance the availability of medicines across the country.

"Due to the empowerment from President Samia Suluhu, medicines are now distributed six times a year instead of four," Minister Mwalimu stated. "If there are any medicine shortages, it is a challenge we must address at the hospital and health center levels."

This initiative underscores the government's commitment to improving healthcare services and ensuring consistent access to essential medicines. Despite the increased distribution frequency, challenges in medicine availability are acknowledged as areas needing operational improvements within healthcare facilities.

Government Reports Increased Efficiency in National ID Issuance for Fiscal Year 2023/2024



The government has stated that the rate of obtaining National Identification Cards has increased in the fiscal year 2023/2024, where by May 2024, the National Identification Authority (NIDA) has produced a total of 21,322,098 identification cards, which is equivalent to 86% of the 24,818,138 registered citizens, with the production of identification cards continuing.

The Deputy Minister of Home Affairs, Daniel Sillo, said a total of 20,340,713 identification cards have already been distributed to District Registration Offices, Local Governments, Villages, and Shehias across the country, out of which, 19,139,601 identification cards, equivalent to 94%, have been collected by citizens.

The government is drafting regulations to address conflicts between license holders and pit owners.

 


This was announced by the Minister for Minerals, Anthony Mavunde, in Shinyanga at Mandu Village, Ntambalale mining area in Kahama District, during his visit to address the challenges facing small-scale miners.

He stated that President Samia Suluhu Hassan has directed the resolution of all issues facing small-scale miners to enable them to work without conflicts. Mavunde emphasized that licenses will be reviewed starting July 2024 to ensure proper recognition of pit owners and their investments.

Mavunde also mentioned that technical support should enhance the use of technology in small-scale mining and not be seen as selling licenses to investors, displacing small-scale miners. The government will not overlook such issues.

Additionally, Mavunde condemned the unauthorized sale of group licenses and announced that from July 2024, any investor entering a group license must have the approval of the Executive Secretary of the Mining Commission.

To combat mineral smuggling, Mavunde pledged to increase efforts in the Kahama Mining Region, a known smuggling hub. He instructed local officials to review burdensome taxes on small-scale miners.

Idd Kassim, MP for Msalala, thanked Mavunde for addressing miners' grievances and praised the government's ongoing efforts to improve the mining sector's efficiency. Engineer Joseph Kumburu, Resident Mining Officer of Kahama, committed to educating small-scale miners on the legal taxes and fees. Shinyanga Regional Commissioner Anamringi Macha vowed to uphold government directives to strengthen the mining sector's performance.

Strike: Kariakoo Traders Announce Indefinite Strike from June 24, 2024



Traders operating in the Kariakoo area of Dar es Salaam have announced the start of an indefinite strike beginning on June 24, 2024, until the challenges they face are resolved by the authorities.

This information, which has spread online through an announcement that provides instructions for the strike without mentioning the author of the message, calls for traders in the regions of Mbeya, Iringa, Mwanza, Arusha, Ruvuma, Kagera, and Rukwa to close their businesses starting June 25, 2024, indefinitely. They will be followed by traders in all regions of the country starting June 26, 2024.

The announcement indicated that there will be a task force to inspect all offices and businesses that have not closed to ensure that everyone joins the strike due to oppressive tax issues.

IMF Approves $935.6 Million Funding for Tanzania to Support Government Budget and Climate Change Projects




The Executive Board of the International Monetary Fund (IMF) has approved a total of USD 935.6 million (Tsh 2.45 trillion) for the Government of Tanzania as the completion of the 3rd Review of the Extended Credit Facility (ECF) program for Tanzania, signed in July 2022.

According to an IMF statement, USD 149.4 million (Tsh 392.17 billion) of this amount will go to the Government's budget, and USD 786.2 million (Tsh 2.06 trillion) will be allocated to Climate Change Mitigation Projects.

Previously, in July 2022, the IMF Executive Board approved a 40-month augmentation under the Extended Credit Facility (ECF) program for Tanzania, which enabled an agreement to obtain a loan of USD 1,046.4 million.

Vodacom South Africa Dismisses 631 Employees and Agents Following Surge in Cyber Fraud Incidents




South Africa: Vodacom Mobile Services Company has dismissed 631 employees and agents following the Annual Performance Report (2023/24), which showed an increase in cyber fraud activities within the company.

The report revealed 8,652 incidents of fraud and other cybercrimes. Out of these, 6,872 incidents were external to the company, and 1,780 were internal, with 15 suspects being apprehended.

Vodacom stated, "These cases were reported and identified through various channels, including reports received from customers, service providers, online reports, business referrals, the fraud management system, and external informants.

Addressing Corruption and Misappropriation in Public Procurement: Insights from WAJIBU and the Upcoming ITAC Conference.


The Public Accountability Institute (WAJIBU) has stated that various reports from Auditors General in different African countries have shown significant issues of corruption and misappropriation of public funds, particularly in the area of public procurement.

Speaking about the International Transparency and Accountability Conference (ITAC) to be held on August 6-7, 2024, in Arusha, WAJIBU's Program and Research Manager, Moses Kimaro, said this situation is due to 70% of public funds being used in procurement.

To address these challenges, he said the ITAC will discuss the use of modern methods in public procurement to control corruption, enhance electronic procurement, and foster partnerships between the private and public sectors to improve efficiency and accountability in procurement.

Speaker Orders Investigation into MP's Allegations Against Agriculture Minister:



The Speaker of the Parliament, Dr. Tulia Ackson, has instructed the Parliamentary Committee on Rights, Ethics, and Privileges to meet and discuss the actions of Kisesa MP, Luhaga Mpina, who submitted evidence documents to the media accusing the Minister of Agriculture, Hussein Bashe, of lying in Parliament before these reports were tabled and discussed in the Parliament.

Announcing this in Parliament, Speaker Tulia also directed the committee to review the evidence presented by the MP and provide an opinion on whether the evidence substantiates the allegations that Minister Bashe lied in Parliament.

Tanzania Makes Groundbreaking for 22 Twin Towers in Nairobi

 



Tanzania has initiated the construction of twin 22-floor towers in Nairobi's Upper Hill, to serve as its High Commission and an investment property. This project aims to reduce rental expenses for embassy operations and staff housing while generating revenue.

Minister for Foreign Affairs January Makamba highlighted that the project aligns with President Samia Suluhu Hassan's strategy to utilize overseas assets efficiently. Partnering with the National Social Security Fund (NSSF) and world-class real estate entities, Tanzania aims to increase income and enhance its diplomatic properties.

The towers, set to become landmarks in Nairobi, signify Tanzania's commitment to commercial diplomacy and economic ties with Kenya. Tanzania owns 101 buildings globally, and this project is part of a broader strategy to turn these assets into revenue sources, potentially earning about 36 billion/- annually, compared to the current 29 billion/- spent on rents.

Minister Deo Ndejembi emphasized that expert analysis assured the project's profitability. Kenyan Prime Cabinet Secretary Musalia Mudavadi praised the initiative, noting it as a symbol of enduring friendship and a model for Kenya.


Tanzania plans similar projects in Kigali, Kinshasa, London, New York, and Lusaka.

Citizens Protest in Nairobi as Kenyan Parliament Amends Controversial Finance Bill

KENYA: The Parliament has been compelled to make changes to certain clauses in the Finance Bill that have been opposed by citizens, leading to protests today, June 18, 2024, in Nairobi.

Some of the removed clauses include the proposal of a 16% tax on bread products, an increase in the cost of mobile money transfers, and a review of the Value Added Tax (VAT) threshold from Tsh. 100 million to Tsh. 161 million.

It is reported that the protests carried the message #OccupyParliament, aiming to show that Parliament should not be used by the Government to legitimize actions that harm the citizens through legislation.

Former President Jacob Zuma’s New Party Joins Opposition to Challenge National Unity Government

 



Former President and Leader of the new uMkhonto weSizwe (MK) Party, Jacob Zuma, has said that his party will join forces with the Opposition Bloc in Parliament to thwart the plans of the new National Unity Government.

Zuma has maintained his stance that the General Parliamentary Election held on May 29, 2024, was marred by government interference, and therefore he wants all results annulled because the ANC cannot be the solution to the country's problems.

The MK, under Zuma who resigned from the presidency in 2018 due to corruption scandals, won 58 parliamentary seats and will join forces with the Economic Freedom Fighters led by Julius Malema and the United Democratic Movement.

The Day of the African Child is celebrated every year on June 16th since 1991, when it was designated by the African Union to honor the contributions of the children who participated in the protests in Soweto, South Africa, in 1976 and to raise awareness in the community about the importance of quality education for children.

On June 16, 1976, thousands of children in South Africa gathered in the town of Soweto for a protest aimed at demanding better education. Hundreds of children were shot and killed, and more than a thousand were injured.

Every year on June 16, nations, various communities, international organizations, and various stakeholders gather to discuss the opportunities and challenges facing children in Africa.

Former Arsenal and Everton striker Kevin Campbell has died at the age of 54 after a short illness.

Amendments to the Value Added Tax Law




Exemption of VAT on Video Assistant Referee Equipment;

The Tanzanian government has exempted VAT on the importation of Video Assistant Referee (VAR) equipment and accessories. This move aims to enhance sports infrastructure as the country prepares to host the 2027 Africa Cup of Nations (AFCON). The exemption requires approval from the Minister responsible for sports.


Inclusion of Single Axle Tractors in VAT Exemption;

Single axle tractors (HS Code 8701.10.00) are now included in the VAT exemption for agricultural equipment. This aligns with the East African Community Common External Tariff books of 2017 and 2022.


5% Withholding Tax on Payments to Resident Digital Content Creators;

A 5% withholding tax is now imposed on payments made by non-residents and resident businesses to resident digital content creators. This measure is expected to increase government revenue by TZS 1.643 billion.


Zero-Rating VAT on Gold Sold to the Bank of Tanzania;

Gold sold to the Bank of Tanzania is now zero-rated for VAT. This is intended to boost foreign currency reserves, address the shortage of US dollars, and support local gold refineries.


Reduction of Excise Duty on Bottled Drinking Water;

10% Excise Duty on Betting Stakes;

A 10% excise duty on the value of betting stakes in national lotteries and gambling games has been introduced. The revenue will fund health insurance for underprivileged groups, particularly pregnant women and children under five, with an expected contribution of TZS 29.522 billion.

How Digital Clubs Initiative Will Shape Tanzania's Tech Future




In a decisive move to nurture a digitally proficient generation, the Tanzania Communications Regulatory Authority (TCRA) is spearheading the creation of digital clubs in educational institutions across the country. TCRA Director General, Dr. Jabiri Bakari, announced in an interview on Sunday that the initiative is a collaborative effort with various education and ICT stakeholders aimed at establishing digital clubs at all educational levels.

Dr. Bakari highlighted that the campaign to establish digital clubs starts from nursery and extends through primary, secondary, college, and university levels. This is part of TCRA's strategy to foster the growth of ICTs, facilitating the use of digital systems and applications in various sectors of life.

"The estblishment of digital clubs is foundational for fostering homegrown creativity and innovations to address local challenges," said Dr. Bakari. The campaign currently spans TCRA’s offices in Zanzibar, Southern Highlands, Central Zone, Northern Zone, Eastern Zone, and Lake Zone.

During recent appearances on Geita's Storm FM and Blessed Hope Radio, TCRA’s Lake Zone Manager, Engineer Imelda Salum, emphasized the crucial role these clubs play. She explained that digital clubs are pivotal in equipping Tanzanian youth with the skills needed to succeed in a digital economy.

"Digital clubs are more than just extracurricular activities," Eng. Salum explained. "They are innovative platforms within educational institutions, from kindergartens to universities, that equip students with the digital skills they need to thrive in the digital economy."

She urged all education stakeholders to support the initiative, highlighting its benefits in building a knowledgeable and skilled community capable of contributing to national digital objectives.

Dr. Tulia emphasized the urgent need for clean cooking solutions in Africa, where 80% of the population depends on traditional, harmful cooking methods. In Tanzania alone, about 33,024 people, mainly women, die annually from smoke inhalation caused by solid fuels such as charcoal and firewood. Furthermore, the use of these fuels leads to severe environmental degradation due to deforestation.

President Samia's campaign has successfully engaged various stakeholders, including OGTL, to ensure its success. OGTL Managing Director Benoit Araman expressed his support, noting that the company has donated 35,000 gas cylinders and stoves to different social groups in Tanzania as part of their commitment to the cause.

The government has issued a strong advisory to citizens to avoid borrowing money from informal financial service groups that are not officially registered, to prevent the negative impacts of predatory loans. This call was made by Mr. Jackson Mshumba, a Financial Officer from the Ministry of Finance, during a financial seminar held in Sumbawanga Municipality, Rukwa region.

Mr. Mshumba emphasized the importance of engaging with legally recognized financial institutions to safeguard against exploitation. "We have discovered that many citizens are involved with groups that are not officially registered under the Microfinance Services Act of 2018. Therefore, I urge citizens to be proactive in joining groups that are officially registered according to this law," he stated.

The seminar, part of a broader government initiative to enhance financial literacy in rural areas, highlighted the critical need for awareness about safe borrowing practices. Mr. Mshumba noted that many citizens lack understanding of loan procedures and terms, leading to detrimental financial decisions. He stressed that before taking loans, individuals should verify the interest rates, ensure the service provider is legally registered, and fully comprehend the contract terms.

In his address, Mr. Mshumba urged the public to report any unregistered small financial service groups to relevant authorities, including Community Development Officers in district and regional offices. This measure is expected to curb the prevalence of unregulated lending practices.

Parliament Commends Finance Minister For a Successful 18.17 Trillion Shillings Budget Approval

 












The Parliament of the United Republic of Tanzania has overwhelmingly approved the Budget Estimates of Revenue and Expenditure for the Ministry of Finance, amounting to 18.17 trillion shillings for the Fiscal Year 2024/2025.
