The Public Procurement Regulatory Authority (PPRA) has debarred Dacady Investment Company Limited, High Winds Tanzania Company Limited, and Deaver PVC Company Limited for ten years, effective from May 21, 2024, to May 20, 2034. This action includes the companies' directors, agents, and partners.
PPRA Director General, Mr. Eliakim Maswi, stated that Dacady Investment and High Winds Tanzania were involved in collusive practices, competing for the same tenders under different company names, which undermined fair competition. Additionally, High Winds Tanzania received an extra three-year debarment for failing to implement a procurement contract with the Ministry of Home Affairs. These periods of debarment will run concurrently.
Deaver PVC Company Limited was debarred for ten years for forging a Framework Agreement, which was submitted to Kiwira Prisons College. The debarment affects all existing procurement contracts with these companies.
Mr. Maswi emphasized PPRA's commitment to transparency and fairness in public procurement, stating that legal actions will continue against entities engaging in fraudulent activities. The Tanzania Fair Competition Commission's acting Manager for Advocacy, Mr. Alex Mbaga, supported the ban, highlighting its importance in upholding fair competition and value for money in tendering processes.
